and operation of the Network Rail Seasonal Treatment Fleet. The Fleet is
employed to mitigate the effect of weather on the UK rail network and
control of vegetation.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Maintain and operate 32 number
Multi-Purpose Vehicles (MPV), 25 Rail Head Treatment Trains (RHTT) and
associated modules. The operation of the fleet has two components, driving
the units and operating the on-board equipment. The Supplier is required
to provide drivers for the MPVs and drivers and locomotives for the RHTTs.
The tender documentation will describe the possible lot sizes.
Estimated value excluding VAT:
Range: between 35 000 000 and 40 000 000 GBP.
II.2.2) Options: Yes.
Description of these options: Options will be described in greater detail
in the tender documentation. Options will cover separate MPV and RHTT
activities, geographic coverage, maintenance or operate and seasonal.
II.3) DURATION OF THE CONTRACT OR TIME LIMIT FOR COMPLETION: Starting:
1.9.2009. Completion: 31.8.2011.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: Parent Company Guarantee will
be required.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Payment will be
based on agreed rates and prices paid in accord with the UK Agreed Rail
Industry Periods.

III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: For all
activities the relevant Government and Railway Industry requirements must
be met by the Supplier.
Suppliers should be LinkUp Approved for the activities tendered.
Established rail freight vehicle haulier, maintainer and operator.
III.2.2) Economic and financial capacity: Evidence of undertaking
contracts of similar scope and value.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: Have experience of directly employed
workforce for driving, maintaining or operating rail vehicles.
Supplier of locomotives.
Have sufficient resource to undertake the activities across the UK railway
network.
Proven competence in the activities.
Number, level, and location of railway rolling stock technicians.
Number, level and location of operatives.
