Construction: Lower Monumental NavLock Downstream Gate Repair, Spring 2009. Work entails repairing cracks on the D/S navigation lock gate. The work will be done during the first two weeks of the annual, three week navigation lock maintenance period, which starts March 7th. The period of contract performance is 7- 21 March 2009. The navigation lock will be unwatered for this work and the gate will be positioned on the lock floor. The contractor will be inspecting the cracks using non-destructive testing (NDT) methods to determine the extent of cracks and then repair the cracks. Repairs include grinding, hole drilling, and welding with high pre-heat temperatures. The contractor will be installing welded bars. All welding shall comply with AWS D1.5. There are approximately 40 cracks to be inspected and repaired. Cracks average 2 inches to 6 inches in length, depths vary. The cracks will be tested again by NDT methods after repair and then painted with System # 4 Vinyl. Areas of previous repair will also be painted. The contractor shall complete a structural inspection of the arch rib portions of the gate. The gate is approximately 84 feet tall and 87 feet wide and constructed of structural steel. Some work will be high and in very tight work spaces. Site of the work is Lower Monumental Lock and Dam, Franklin and Walla Walla Counties, Washington. Solicitation No. W912EF-09-B-0003 will be posted to the FBO website on or about December 01, 2009. Bids will be opened no sooner than 30 calendar days after actual solicitation issuance date. The bid opening date will be contained in the solicitation and any solicitation amendments that may be issued. A site visit will be offered approximately 2 weeks after the solicitation is made available to bidders. See solicitation for details about the site visit. Solicitation is open to both large and small business concerns. NAICS code for this project is 238190, and the small business size standard is $14,000,000 average annual receipts. Estimated magnitude of construction is between $250,000 and $500,000.
