Construction: Little Goose Downstream and Upstream Gate Repairs and Bascule Bridges Repairs, 2009. Work is to repair both the upstream and downstream navigation lock gates and the upper and lower bascule bridges at Little Goose Dam, which is located on the Snake River. The work will be done during the annual navigation lock maintenance period, which starts March 7th and ends March 28th. Time for completion of this project is March 7-26, 2009. The navigation lock will be unwatered for this work. Work on the downstream miter gate will involve repair of existing cracked welds, installation of new stiffener plates, installation of new skin plate sections, build up of metal bearing surfaces on the bottom 30 feet of the quoin posts and bearing plates and repair of damaged paint on the gate. Each downstream miter leaf is approximately 43 feet wide by 116 feet tall and is constructed of structural steel. Optional work involves repair of the upstream tainter gate and the upper and lower bascule bridges. The optional work is dependent on funding and will be awarded at the same time as the base items. Work on the upstream tainter gate involves repairing cracks and pits by welding and hole drilling, touch-up painting and painting the upstream skin plate. The gate is approximately 86 feet wide and 24 feet high and made of structural steel. Work on the bascule bridges involves repairing cracks, removal of some grating for access, fabricating grating fillers for the removed grating areas and touch-up painting repaired areas. The upper bridge is approx 115 feet long and 17 feet wide. The lower bridge is approx 115 feet long and 31 feet wide. Both are made of structural steel. Welding shall comply with AWS D1.1 and/or AWS D1.5, depending on repair location. Paint shall be System #4 or System #2 as required per the specifications. Site of the work is Little Goose Lock and Dam, Columbia County, Washington. Solicitation No. W912EF-09-B-0004 will be posted to the FBO website on or about December 01, 2009. Bids will be opened no sooner than 30 calendar days after actual solicitation issuance date. The bid opening date will be contained in the solicitation and any solicitation amendments that may be issued. A site visit will be offered approximately 2 weeks after the solicitation is made available to bidders. See solicitation for details about the site visit. Solicitation is open to both large and small business concerns. NAICS code for this project is 238190, and the small business size standard is $14,000,000 average annual receipts. Estimated magnitude of construction is between $500,000 and $1,000,000, including options.
