disabled people living/ wishing to live independently, or who are
organising their own assistance arrangements; support disabled people in
assessing their own care needs; support disabled people in setting up and
using Direct Payments and Individual Budgets; assist people with
disabilities to recruit their own personal assistants, and provide,
maintain and monitor a register of personal assistants; provide training
and support to the Council and other agencies, Personnel and community
