SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.4) Information on framework agreement: Framework agreement with
several operators.
Number of participants to the framework agreement envisaged: To be
decided.

II.1.5) Short description of the contract or purchase(s): It is
anticipated that a significant number of public sector organisations in
Wales, may, if they wish to do so, utilise the Framework Agreement, such
organisations may include (but will not be limited to) government
departments, NHS bodies, agencies, local and emergency authorities (police
and fire), educational establishments, and utilities. Details of Welsh
Public Sector organisations can be found in the Invitation to Tender and
on the Sell2wales website www.sell2wales.co.uk. Please note that the list
of organisations who may wish to participate may change during the
lifetime of the agreement.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The scope of the framework will cover
the "spot" hire of cars, light commercials, panel vans, tipper trucks, SAV
and minibuses, 4 X 4s, gully emptiers, refuse vehicles, van mounted
platform hoists, skip lorry, gritter, sweepers and crash cushions. It is
based on a number of regional lots, the detail of which will be included
in the Invitation to Tender or maybe found at.

The framework will be for a period of Three years with effect from 1st
February 2009, with an option to extend for a further period of Twelve
Months.

(d) Has been guilty of grave professional misconduct proven by any means
which the contracting authorities can justify;
(e) Has not fulfilled obligations relating to the payment of social
security contributions in accordance with the legal provisions of the
country in which he is established or those of the country of the
contracting authority;
(f) Has not fulfilled obligations relating to the payment of taxes in
accordance with the legal provisions of the country in which he is
established or those of the country of the contracting authority;
(g) Is guilty of serious misrepresentation in supplying the information
required under the provisions of the Directive on the criteria for
qualitative selection;

IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.

An on-line Electronic Reverse Auction may at UWIC’s discretion, be used in
conjunction with the Tender responses to award the Agreement or
alternatively as part of a mini competition exercise with appointed
framework suppliers.
