MEKONG DELTA SMALL AND MEDIUM TOWNS WATER SUPPLY PROGRAM

Package CP02: Consulting Services for Technical Support to Provincial Water Supply Companies
REQUEST FOR EXPRESSIONS OF INTEREST

1. The Socialist Republic of Viet Nam has received a loan and a grant from the Agence Française de Développement (AFD) to finance a Program devoted to Urban Water Supply in the Mekong Delta Region. The overall objectives of the Program can be summarised as follows: (i) increase clean water services in urban centers of Mekong Delta (especially small towns); (ii) improve the operational efficiency of the provincial water supply companies (PWSCs); and (iii) pilot a new financing mechanism - program approach, to move forward to sustainable sector financing.
The Viet Nam Development Bank (VDB) is entrusted with the management of the overall Program, which encompasses one Loan Scheme to finance water supply facilities and two grant-financed Technical Support Packages towards (i) targeted provincial water supply companies, and (ii) the VDB.
2. Part of the AFD grant will finance the Consulting Services for the Technical Support to PWSCs, for which the present Request for Expressions of Interest is issued.
3. The aim of the Consulting Services will be two-fold:
• to provide support in view of the long-term strengthening of technical, commercial and management capacities of the targeted PWSCs, on the basis of Improvement Action Plans;
• to facilitate, throughout the duration of the Program, the promotion, identification and formulation of individual projects for submission for financing in the framework of the Loan Scheme component, in line with a set of eligibility criteria, principles and procedures.
The Companies targeted by the Program are the PWSCs operating in the six following provinces: Can Tho, An Giang, Dong Thap, Tra Vinh, Vinh Long, Ben Tre.
4. The consultancy firm or group of firms will be required to deploy experts and set up arrangements accordingly so as to enable a series of supports deployed on a continuous basis over the period of the program (3 years). It is anticipated that the consultancy firm or group of firms will set up a working station in Vinh Long for the purpose of performing the Technical Support. The consultancy firm or group of firms performing the Technical Support will be requested to have substantial international references in the field of water supply operation and investment and water utilities assessment or management and be able to relate international practice in these fields at provincial level in a Vietnamese context. Solid experience of working in Vietnam will be requested.
5. VDB now invites eligible consultants to indicate their interest in providing the above Consulting services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.) and provide a series in information in line with guidelines to be obtained as indicated hereafter.
6. Short-listed candidates will eventually be invited to participate in a consultation procedure based on quality and cost considerations, the weight given to the Technical and Financial Proposals being 0.9 for the Technical Proposal and 0.1 for the Financial Proposal.
7. Guidelines for Expressions of Interest will be either available from 17th November 2008 to 15th December 2008 (during office hours: 8:00 to 11:00 AM and 2:00 to 4:00 PM) at the address below, or requested via email no later than 16.00 on 15th December 2008 from the email address indicated below.
8. Expressions of Interest must be delivered to the address as below before 16:00 (Hanoi’s time) on 15th December 2008
