Repair/Improvement of Susana Heights Fire Station, SLEX, Muntinlupa City, FD-III, NCR

1. The Bureau of Fire Protection - National Capital Region, through the annual appropriations for CY 2008 intends to apply the sum of One Million Four Hundred Thirty Five Thousand Eight Hundred Seventy Two & 72/100 pesos ( P 1,435,872.72 ) being the approved budget for the contract (ABC) to payments under the contract for Repair/Improvement of Suasana Hts., Fire Station. Bids in excess of the ABC shall be automatically rejected at bid opening.

2. The Bureau of Fire Protection - National Capital Region now invites Bids from potential Bidders for the Repair/Improvement of Susana Hts. Fire Station. Bidders should possess a valid PCAB License applicable to the above type and cost of the contract, have completed a similar contract with a value of at least 50% of the ABC, and meet the other minimum eligibility requirements stated in the eligibility forms. Application for eligibility will be evaluated on a "pass/fail" basis. The deadline for submission of eligibility documents shall be on or before November 24, 2008 . Only those Bidders passing the eligibility check will be entitled to purchase the Bidding Document. Completion of the Works is required by Thirty (30) working days.

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules & Regulations Part A (IRR-A) of Republic Act 9184 (R.A 9184). Otherwise known as the "Government Procurement Reform Act", and is restricted to Filipino Citizens/sole proprietorships, organizations with at least seventy five (75% ) percent interest or outstanding capital stock belonging to citizens of the Philippines. Only bids from bidders who pass the Eligibility Check will be opened.. The Bidder with the Lowest Calculated Bid (LCB) shall advance to the Post-Qualification stage in order to finally determine responsiveness of the bid to technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated Responsive Bidder (LRCB) who was determined as such during the post-qualification procedure.

4. Interested Bidders shall secure the eligibility documents from the BAC Secretariat at the address stated below, on or before November 19, 2008. They shall submit the accomplished eligibility documents, in order for these to be received by the BAC Secretariat in the same address, on or before 1:00 p.m. November 21, 2008.

5. Interested eligible bidders may obtain further information from the Bureau of Fire Protection - national Capital Region and inspect the Bidding Documents at the address given below from 8:00 - 5:00 p.m. 0n November 24-26, 2008.

6. A complete set of Bidding Documents may be purchased by Bidders that passed the eligibility check upon presentation of the Notice of Eligibility to the BAC Secretariat, at the address below and upon payment of a nonrefundable fee of two thousand pesos (P 2,000.00).The bidding documents shall be received personally by the bidder or his authorized representative on or before 8:00 - 5:00 p.m. November 26, 2008.

7. The Bureau of Fire Protection - NCR will hold a Pre-Bid Conference open to all interested parties on November 28, 2008, 1:00 PM at BFP-NCR, Ermin Garcia St., Brgy. Pinagkaisahan, Cubao, Quezon City.

8. Eligible Bidders must submit their bids at the address below at or before December 2, 2008, 12:00 PM. All Bids must be accompanied by a bid security in the form of bank guarantee issued by a reputable bank in the amount of Twenty One Thousand Five Hundred Thirty Eight Pesos (P 21,538.00) or an equivalent amount in a freely convertible currency. Late bids shall not be accepted. Bid Opening shall be on December 2, 2008 at 1:00 p.m. at Bureau of Fire Protection - National Capital Region, E. Garcia St. Brgy. Pinagkaisahan, Cubao, Quezon City. Bids will be opened in the presence of the Bidder's representatives who choose to attend.

9. The BUREAU OF FIRE PROTECTION - NATIONAL CAPITAL REGION reserves the right to accept or reject any bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
