REQUEST FOR EXPRESSIONS OF INTEREST

NATIONAL ROADS DEVELOPMENT AND MAINTENANCE PLAN




1. The Government of the Republic of Uganda has earmarked funds to finance its National Roads Development and Maintenance Plan (NRDMP) and it intends to apply part of the these funds to payments for: -

CONSULTANCY SERVICES FOR FEASIBILITY STUDY, DETAILED ENGINEERING DESIGN TENDER ASSISTANCE AND PROJECT MANAGEMENT FOR THE UPGRADING TO BITUMINOUS STANDARD OF FOLLOWING ROAD PROJECTS: -

Lot Ref Road Name General Information on Road Description of services Required
A (i) Rwenkunye – Apac – Lira – Kitgum – Teretenya (Torit) (230Kms) The road is a gravel road connecting the Western & Northern parts of Uganda and is in a very poor condition characterized by surface corrugations, potholes and poor alignment. The links starts at Rwenkunye trading centre in Masindi District and runs through Apac, Lira, Kitgum until Teretenya on the Kitgum Sudan border. Consultancy services are for feasibility study, detailed engineering design and project management for upgrading from gravel/earth to bituminous standard.
(ii) Kyenjojo – Hoima – Masindi – Kigumba (238 Kms) The road is a gravel road connecting Hoima & Masindi Districts. It is in a very poor condition characterized by surface corrugations, potholes and poor alignment. The link starts at Kyenjojo Town on the Fortportal Kampala road through Hoima, Masindi and ends at Kigumba Town in Masindi District.
(iii) Olwiyo-Gulu-Kitgum (167.1 Kms) The road is a gravel road connecting Gulu and Kitgum District in Northern Uganda. The links starts at Olwiyo in Gulu District and runs through Gulu Town, Aswa River, Acholibur and terminates in Kitgum Town. The link is in poor condition characterised by gravel loss, potholes and inadequate drainage.
B (i) Muyembe – Moroto – Kotido (290Km) The road is a gravel /earth road situated in Eastern Uganda serving the Eastern and Northern regions. It connects Mbale and Kapchorwa District to Moroto and Kotido District and is in poor condition. The link starts at Muyembe (Sironko/Kapchorwa junction) and runs to Kotido Town.
(ii) Soroti- Katakwi-Moroto-Loktanyala (215 Kms) The road is a gravel road situated in the Eastern part of Uganda, connecting Soroti and Katakwi District to Moroto and is in poor condition poor condition characterized by potholes, depressions, and loss of gravel. The link starts at Soroti Town and runs through Katakwi, Moroto until the border with Kenya.
C (i) Masaka – Bukakata road (36Kms)
The road is a gravel/earth road situated in the South /Central Uganda connecting the Districts of Masaka and Kalangala and is in a poor condition characterized by potholes, depressions, and loss of gravel.
(ii) Mpigi – Maddu – Sembabule (135 Kms) The road is a gravel and earth road situated in the central part of Uganda stretching westwards to Kampala- Masaka road and is in a poor condition. The links connects Mpigi and Kanoni Towns to Maddu and Sembabule town and begins at Mpigi Town and runs till Sembaule at River Katonga.
(iii) Mukono - Kyetume – Katosi /Kisoga – Nyenga (72Kms) The road is gravel road and situated in the central part of Uganda and connects Mukono District to Jinja District through the newly created Buikwe District. The link is in varied condition ranging from poor to fair. The road sections are in a fair to bad state including loss of carriageway shape, potholes and loss of material. The link stretches from Mukono (Km 19+200) and runs till Nyenga Town,
(iv) Villa Maria – Ssembabule (48 Kms) The road is a gravel /earth road situated in the central part of Uganda connecting Masaka and Ssembabule towns, is in a poor condition and exhibits poor alignment, potholes, loss of material and inadequate drainage. The links starts at Villa Maria (10Kms from Nyendo Town Masaka) and ends at Ssembabule (Kisozi).
D (i) Mbarara – Kikagati (70Kms) The road is a gravel road situated in the South Western part of Uganda running through Mbarara District and Isingiro District to Murongo Bridge at the Tanzanian Border, and is in a poor condition. The link connects Uganda to Rwanda and Tanzania. The link runs from Katete in Mbarara District, through Kikagati, till Murongo Bridge at the Tanzanian border.
(ii) Rukungiri – Kihihi – Kanungu / Ishasha(74kms) The road is gravel and located in Western Uganda and is in a poor condition. The links runs through Rukungiri and Kanungu Districts from Rukungiri towns to Ishasha Town at the DR Congo Border.
E (i) Musita – Lumino – Busia / Majanji (104kms) The road is a gravel/earth road situated in the eastern part of Uganda and is in a poor condition. The link connects Musita trading centre on Jinja- Iganga Highway to Busia District on the Uganda Kenya Border through Mayuge District. The link runs from Busia Border Town to Musita Trading centre.
(ii) Tirinyi – Pallisa – Kumi / Pallisa – Mbale (69Kms) This road is a gravel/earth road situated in the Eastern Part of Uganda and is in a poor condition. The link connects Tirinyi, Pallisa, Mbale and Iganga Districts to Kumi and Soroti District. The link runs from Tirinyi town through Pallisa and ends at Mbale town.
(iii) Mbale – Bubulo – Lwakhakha (41 Kms) The road is a gravel road situated in the Eastern part of Uganda and is in a poor condition. It connects Mbale and Manafwa District to Lwakhakha on the Kenya Border. The link runs from Mbale town to Lwakhakha on the Kenya/Uganda border.
(iv) Namagumba – Budadiri – Nalugugu (30 kms) The road is a gravel road situated in the Eastern part of Uganda and is in a poor condition. The road runs through Mbale District and connects Mbale to Sironko District. The link runs from Namagumba (Junction about 5km along Mbale/Namunsi road) to Nalugugu trading centre.

(v)
Kamuli – Bukungu (64 Kms)
The road is a gravel road situated in the Eastern part of Uganda and is in a poor condition. The link lies in Kamuli District connecting Kamuli Town to the shores of Lake Kyoga at Bukungu. The link runs from Kamuli to Bukungu.

2. The main objectives of these Consultancy Services are to:

(i) Carry out a feasibility study, Environmental Impact Assessment (EIA) as well as a Social Impact Assessment (SIA) for roads upgrading to bituminous standard;

(ii) Prepare a detailed engineering design for the selected feasible road upgrading option;

(iii) Prepare bidding documents based on the approved detailed designs for the road upgrading works. These documents should be suitable for international competitive bidding and in compliance with procedures of our development partners regarding procurement of works;

(iv) Prepare a full Resettlement Action Plan and conduct surveys to identify and value property that will be affected by the road upgrading works and the establishment of the road reserve;

(v) Provide Project Management services during project implementation acting as UNRA’s agent for the administration, management and communication coordination of the project.

3. The Uganda National Roads Authority (UNRA) now invites eligible consulting firms to express their interest in providing the required consulting services. Interested firms/consultants must provide information indicating that they are qualified to perform the services (i.e. brochures, description of similar assignments, experience in similar geographic areas, availability of appropriate skills among staff, references from previous employers verifying relevant experience, etc). Consultants may associate with other firms to enhance their qualifications.

4. A Consultant will be selected in accordance with The Public Procurement and Disposal of Public Assets Act 2003. It is expected that the call for detailed proposals will commence at the end of December 2008 and the assignments will commence in March 2009.

5. Interested consultants may obtain further information/request for clarification at the address below during office hours from 09.00 to 17.00 hours (local time) Monday to Friday. Consultants are reminded that they can only express interest for Individual LOTs (i.e. A – E) and not sub-items of LOTs. Furthermore, a single consultant can only be shortlisted for a maximum of three (3) LOTs but can only be awarded one (1) LOT to ensure competition and effectiveness of the due diligence process incorporated in the scope of work.

6. No more than one application can be submitted by a single firm/consultant for the same LOT whatever the form of participation (as an individual legal entity or as leader or member of a consortium submitting an application). In the event that a single firm submits more than one application, all applications in which that firm has participated will be excluded.

7. On the basis of the applications received 5 candidates will be invited to submit technical and financial proposals for a given assignment.

8. Applications must be submitted in English clearly marked “Expressions of Interest for Consultancy Services for Feasibility Study, Detailed Engineering Design and Project Management” indicating the LOT reference at the right hand corner.


9. (a) Expressions of Interest must be delivered to the address below by 11:00 hrs on or before December 08, 2008.
