Assignment Description

The World Bank Carbon Finance Unit (CFU) and Energy Sector Management Assistance Program (ESMAP) are seeking to contribute to the leveraging of energy efficiency (EE) projects in Client Countries through carbon finance. The World Bank is seeking a consultant (team of consultants) to develop a Clean Development Mechanism (CDM) Methodology which will include generic guidance for developing a baseline (and monitoring plan) using a performance-based and ‘whole buildings’ approach which could be used for EE programs targeting new residential buildings through the adoption of and compliance with building energy efficiency codes. Through the work to be commissioned, the World Bank Carbon Finance Unit seeks to contribute to robust, clear and practical guidance/protocols for the setting of baselines, calculation/modeling of the anticipated project emissions, monitoring and verification for the energy efficiency improvements of new residential buildings that both (i) meet the environmental integrity requirements of the CDM (and any other emission reduction crediting mechanism) through a conservative approach , and (ii) keep associated transaction costs at a manageable level – a key element to overcoming the barriers and unlocking (at least some of) the potential of end-use energy efficiency projects and programs in buildings The scope of the requested work is expected to require more than 1 individual with complementary expertise and skills in the areas of (i) evaluation and monitoring of buildings energy efficiency; and (ii) CDM methodologies, particularly those regarding EE

Funding Source:

The World Bank intends to finance the assignment/services described below under a budget allocation for the Bank's administrative budget.

There are no eligibility restrictions.

Individual/Firm Profile:
The consultant will be a firm or consortium.

Submission Requirements:
The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Consultants may associate to enhance their qualifications.

Interested consultants are hereby invited to submit expressions of interest.

Expressions of Interest should be submitted, in English, electronically through World Bank Group eConsultant http://www.worldbank.org/wbgeconsultant.

Consultants will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.

Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
