Assignment Title: Conduct of Governance Assessment Surveys for Targeted Sectors in Cote d'Ivoire (Ivory Coast)

Background:
The World Bank, in collaboration with the Government of Cote d’Ivoire, is working to complete a governance assessment in targeted sectors aimed at enhancing the government’s ability to design reforms to improve governance.
Therefore, the World Bank now invites qualified consulting firms to express their interest in conducting a series of surveys in support of these sector-level governance assessments.
The surveys are intended to develop an empirical baseline detailing the strengths and weaknesses of the governance structure within targeted sectors. This data will be used to determine priority areas for reform at the specific sector level and will provide benchmark performance indicators.
Assignment Description
Using survey instruments developed by the World Bank team, the consultant will be expected to conduct a survey of both users and providers in targeted sectors. Surveys will cover respondents in households, enterprises as well as civil servants. The firm will conduct a pilot exercise on 2% of the full sample and work with the World Bank team to finalize the instruments based on a field report. The firm will collect data from the full sample, enter and code this data into a database, analyze the data, and generate summary reports detailing principle findings as well as comprehensive tables describing all findings. The firm will be responsible for ensuring high quality in data collection and data coding procedures. The firm will also provide enumerators for administration of questionnaires and for the supervision of these enumerators to maintain integrity in data collection. The World Bank reserves the right to conduct randomized spot checks to verify adherence to high quality standards.
Funding Source:
The World Bank intends to finance the assignment/services described below under a budget allocation for the Bank's administrative budget.
Eligibility: There are no eligibility restrictions.
Individual/Firm Profile: The consultant will be a firm or consortium.
Submission Requirements: The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
Interested consultants are hereby invited to submit expressions of interest.
Notes: Consultants will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.
Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
