Overall platform energy efficiency.

II.1.4) Short description of the contract or purchase(s): Energy
efficiency of ships is clearly becoming an increasing issue with the
decline in hydrocarbon oil fuel availability and corresponding rise in
price. Propulsion is a major consumer of energy and every effort should be
made to increase efficiency. The commercial world is a key driver in this
field and sets clear bench marks by which the military navies can compare
themselves. This study is expected to propose solutions for increasing the
efficiency of naval platforms by looking into a number of issues which
could have an impact on efficiency. These are:
1) the hull/water interface losses (skin friction);
2) the propulsion losses due to hydrodynamic design (wave- and
added-resistance);
3) the power efficiency due to the prime movers and propulsion mechanisms;
4) the efficiency decrease due to various losses including electrical
transmission, waste heat production, vibrations and radiated energy
losses.
The study should first examine both current and future technologies able
to increase efficiency in any of the above domains. The study should
concentrate more on how to use current technologies to reduce energy
losses. The effect of such technologies on the operational performance of
naval platforms should also be assessed. It is expected that this study
should contribute to the improvement of strategic sea transportation.
