1.This Request for Expressions of Interest follows the general procurement notice for this project that appeared in Development Business on May 31, 2006.

2. The Islamic Republic of Afghanistan has received a grant from the International Development Association (IDA) and intends to apply part of the proceeds of this grant to payments under the contract for the services of a firm to provide Technical Assistance for the Corporatization and Operation Improvement of AUWSSC.

3. The Board of AUWSSC requires the services of a firm to assist it in operationalising the corporatisation of AUWSSC. In Phase I, the firm will support AUWSSC in finalizing the Corporatization:
i.Implement the Employee Transfer Plan;
ii.Set up the financial management arrangements;
iii.Finalize the MOUs between AUWSSC and the selected SBUs;
iv.Manage the recruitment process for the new SBUs heads.
In Phase II, a core team of advisors will assist the management of AUWSSC in improving efficiency, commercialization, and expansion.
4. The assignment will be for 42 months (initially for 12 months with an option to enhance by further 30 months). All work must be completed by June 2012.

5. The Afghanistan Reconstruction and Development Services (ARDS), Ministry of Economy, Islamic Republic of Afghanistan on behalf of AUWSSC now invites eligible consulting firms to indicate their interest in providing the above mentioned services. Interested consultants must provide information indicating that they are qualified with proven experience to perform the required Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

6. The main part of the Expression of Interest (EOI) shall be a specific brief of not more than five (5) pages, to be sent by electronic mail to the address given below. The five pages shall comprise a brief presentation of the firm or association, including the points mentioned in the above paragraph. The same text, together with all other material shall be sent as hard copy to the address given below. Consultants are requested to provide only materials that are specific to the proposed services, and to avoid submitting generic promotional material.

7. The consultant may associate with other firms to enhance the value and quality of their services. The Association may take the form of a Joint Venture (with joint and severable liabilities of all partners) or a sub-consultancy. If consultants intend to associate with other firms, they should state in their EOI the composition and form of the association.

8. The consultant will be selected in accordance with Quality and Cost Based Selection (QCBS) set out in the World Bank’s guidelines: Selection and Employment of Consultants by World Bank Borrowers May 2004, Revised October 2006.

10. Expression of interest (EOI) must be delivered to the address below by December 31, 2008 at 14:00 Hrs local time.
