EXPRESSIONS OF INTEREST


The Government of Indonesia has received a credit from the International Development Association (IDA) and a grant from the Australian Agency for International Development (AusAID) for the Second Water and Sanitation for Low Income Communities (WSLIC-2) Project and intends to apply part of the proceeds of the credit and grant to payments under the contract for consulting services for District Consultant Services and Capacity Building for Community Based Total Sanitation.
The services are planned to be implemented during the period from about May 2009 to June 2010 and will cover approximately 16 districts in the WSLIC-2 project provinces of West Java, West Sulawesi, South Sulawesi, West Nusa Tenggara and Bangka Belitung. The Consultants appointed under this contract will be responsible for providing and managing a team of consultants and community facilitators to undertake the following.

(a) Support district Health Offices in selected districts to implement Community Based Total Sanitation (Sanitasi Total Berbasis Masyarakat or STBM) programs in some 900 WSLIC-2 villages, including the implementation of market studies and promotion campaigns designed to increase the demand for and availability of goods and services for the implementation of STBM.

(b) Recruit, train and manage community facilitators to work with participating communities on the 5 pillars of STBM namely: (i) elimination of open defecation; (ii) hand-washing with soap; (iii) safe household water management; (iv) management of domestic wastewater and drainage; and (v) management of household solid waste.

(c) Plan and implement capacity building activities to strengthen the capacity of a range of community and district stakeholders including the community facilitators.

The services are expected to involve some 7 specialist consultants centrally and/or regionally based for 65 person months input for program management, coordination and capacity building activities; and 48 STBM facilitators for 480 person months based in the participating districts.

The Directorate General of Disease Control and Environmental Health, Ministry of Health, now invites eligible consulting organisations to indicate their interest in providing the services. Interested consultants must provide information indicating they are qualified to perform the services (company profile, description of similar services, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. In this event the association arrangements, in particular whether a joint venture (JV) or sub-consultancy, should be detailed in the expression of interest. Interested organizations in the form of a joint venture should provide a written JV agreement between the participating firms clearly stating that all firms under the JV agreement shall be jointly and severally liable for the entire assignment.
Consultants will be selected based on the Quality and Cost Based Selection (QCBS) method in accordance with the procedures set out in the World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.

Interested organizations may obtain further general information by contacting the Consultant Procurement Committee at least two days prior to the date for submission of Expressions of Interest (EOI) at the address below between the 09.00 am to 16.00 pm, Monday through Friday.

The expressions of interest must be delivered to the address below by the latest on December 5, 2008 at 14.00 p.m. (WIB).
