EXPRESSIONS OF INTEREST


The Government of Indonesia has received a credit from the International Development Association (IDA) and a grant from the Australian Agency for International Development (AusAID) for the Second Water and Sanitation for Low Income Communities (WSLIC-2) Project and intends to apply part of the proceeds of the credit and grant to payments under the contracts for Post Construction Census and Capacity Building (Exit Strategy).

Two separate contracts are planned to support the implementation of services in West Sumatra, South Sumatra, Bangka Belitung Islands, South Sulawesi, West Sulawesi and West Nusa Tenggara (Package H1), and in East Java and West Java (Package H2) to be implemented concurrently during the period June 2009 to March 2010. The Consultants appointed under these contracts will be responsible (in total) for provision of the following services in approximately 16–20 districts:

1. Planning and implementation of a Post Construction Census in some 1,000 completed WSLIC-2 villages including data processing, analysis and reporting; and

2. Implementation of capacity building for local government (provincial and district) agencies including: (a) providing appropriate experts/facilitators to run workshops and meetings in cooperation with GOI facilitators; (b) preparing programs and preparing materials as needed for meetings and workshops; (c) providing logistical support as needed with the workshops and follow up meetings; (d) guiding and supporting the provincial and district governments in implementing agreed activities; and (e) preparing reports with appropriate recommendations at the end of each activity and the assignment.

In each contract the work will be undertaken in two cycles, with each cycle including about half of the selected districts. The Post Construction Census will form an entry point for the capacity building activities and for the first cycle this work will therefore be a priority. The implementation will build on experience from similar work currently being undertaken in 8 WSLIC-2 districts under 4 separate packages (2 for the Post Construction Census and 2 for Capacity Building (Exit Strategy).

The services are expected to involve some: (a) 16 community water supply and sanitation consultants for approximately 32 person months to undertake the Post Construction Census with the assistance of local recruited enumerator/facilitators; and (b) 16 expert facilitators for 48 person months to facilitate the capacity building activities in the selected districts.
The Directorate General of Disease Control and Environmental Health, Ministry of Health, now invites eligible consulting organisations to indicate their interest in providing the services. Interested consultants must provide information indicating they are qualified to perform the services (company profile, description of similar services, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. In this event the association arrangements, in particular whether a joint venture (JV) or sub-consultancy, should be detailed in the expression of interest. Interested organizations in the form of a joint venture should provide a written JV agreement between the participating firms clearly stating that all firms under the JV agreement shall be jointly and severally liable for the entire assignment.
Consultants will be selected based on the Quality and Cost Based Selection (QCBS) method in accordance with the procedures set out in the World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
Interested organizations may obtain further general information by contacting the Consultant Procurement Committee at least two days prior to the date for submission of Expressions of Interest (EOI) at the address below between 09.00 am to 16.00 pm, Monday through Friday.

The expressions of interest must be delivered to the address below by the latest on December 5, 2008 at 14.00 p.m. (WIB).
