Eligibility of Bidders:

The consultant firm should have knowledge and research ability of termite prevention and control, adequate staffing with minimum 6 core members. These members are required to have the following qualifications:
a. The team leader should have experience of leadership in similar research and can organize, manage or coordinate its members to finish this work. He also has a sound knowledge of relevant policies on termite control, be familiar with demonstration process, requirements and activities, as well as IPM technologies under the project.
b. 5 core team members will have at least 3 years of experiences in termite control, including:
-Member 1 should have broad knowledge of IPM technologies for termite control (including chemical and non-chemical approaches), especially those IPM technologies under the demonstration project, be familiar with current termite control approaches, be qualified with graduate or post graduate degree or senior professional title;
-Member 2 should have sound knowledge of relevant policies and regulations in termite prevention and control, understand the current situation and condition of termite control in hunan province; be familiar with the IPM technologies under the demonstration project; be qualified with graduate or post graduate degree;
-Member 3 should have wide experiences on the operating procedures of termite control technology, physical construction process and IPM, including chemical and non-chemical approaches, particularly IPM technology. He/she should have master degree.
-Member4 should understand current price system of termite control including chemical cost, labor cost, and back-check cost and so on, as well as IPM cost and have demonstrate experience in financial or economic analysis, cost estimation, etc. He/she should have masters degree or above.
Member 5 should have good command of spoken and written English, paticulaly termite control as well as the demonstration project

Dear Mr./Ms.:

1. The People’s Republic of China (hereinafter called “Borrower”) has received the grant from the Global Environmental Facility (GEF) toward the cost of Demonstration of Alternatives to Chlordane and Mirex in Termite Control Project. The Borrower intends to apply a portion of the funds to eligible payments under the contract for which this Request for Proposals is issued.

2. The Hunan Project Implementation Unit (HPIU) now invites proposals to provide the following consulting services: Review and Revision of Policies, Regulations and Technical Standards of Termite Control in Hunan Province. More details on the services are provided in the Terms of Reference.

3. This Request for Proposal (RFP) has been addressed to the following shortlisted Consultants:

(a) Termite Prevention and Control Committee of Hunan House Association;
(b) Entomology institute of Hunan Province
(c) Zhuzhou Termite Control Office;
(d) Xiangtan Termite Control Station
(e) Changde Termite Control Station
(f) Huaihua Termite Control Station
It is not permissible to transfer this invitation to any other firm.

4. A firm will be selected under Quality Based Selection and procedures described in this RFP, in accordance with the policies of the International Bank for Reconstruction and Development (IBRD) detailed in the Guidelines - Selection and Employment of Consultants by World Bank Borrowers which can be found at the following website: www.worldbank.org/procure.
