Expression of Interest

This assignment is part of the Public Sector Reform Project (PSRP), funded by the International Development Association’s (IDA) grant. The aim of the project is to implement key aspects of the 2006 Government’s Public Administration Reform Strategy (PARS). The Executive Office of the President of the Republic of Tajikistan (EOP) intends to apply part of the grant proceeds for consulting services to conduct Vertical Functional Reviews of seven Ministries.
The PAR Strategy envisages streamlining through functional reviews functions and structures of the central government, local state authorities and local self-governance. The functional reviews shall develop recommendations for improved allocation of functions and competences for effective policy implementation and effective delivery and accessibility of public services.

Objectives:

To conduct vertical functional reviews in seven ministries and all entities under their jurisdiction, including agencies, services, institutes and establishments, financed from the state budget, and state enterprises functioning on both central and on regional levels (oblast, city and district). The functional reviews will help define the hierarchical institutional structure, the role of the center in coordination and management, accountability provisions, and appropriate types of service providers for the following ministries:

 Ministry of Finance;
 Ministry of Economic Development and Trade;
 Ministry of Energy and Industry;
 Ministry of Agriculture;
 Ministry of Transport and Communication;
 Ministry of Education; and
 Ministry of Health.

A qualified international Consulting Company is expected to be hired for conducting the seven reviews.

Qualification requirements for the consulting company:
As a minimum, the international company should have the following qualifications:
 Extensive experience in consulting governments in transition economies on public administration (at the level of the central government), specifically, proven expertise in design and development of institutional systems;
 Successful implementation of functional reviews of ministries and state agencies (confirmed by at least three beneficiaries’ reference letters);
 Demonstrated experience in specific sectors covered by the reviews;
 Experience in knowledge transfer during implementation of similar assignments;
 Experience with designing institutional systems based on principles of efficient management.

Qualification requirements for international consultants:
An international company should provide international consultants with the following qualifications:
 Extensive experience (at least 7 years) in consulting governments of transitional economies on public administration reforms at central and local government level;
 Successful experience in designing methodology and implementing functional reviews of ministries and state agencies;
 Specific public management experience in the policy sectors covered in the review;
 Successful experience in countries of the former Soviet Union and Southeast Asia;
 Deep knowledge of and experience in restructuring public administration in line with good practices in OECD countries;
 A record of successful management of big complex consulting assignments;
 Excellent analytical abilities and report writing skills;
 Skills to conduct short-term trainings;
 Good knowledge of English required; knowledge of Russian or Tajik would be an advantage.

The Public Sector Reform Project of Executive Office of the President of the Republic of Tajikistan now invites eligible consulting company to indicate their interest in providing the services. Interested consultants should provide their Expressions of Interest in English (the Russian version would be an advantage).

A Consultant will be selected in accordance with the World Bank procurement procedures set out in the Guidelines: Selection and Employment of Consultants by World Bank Borrowers of May 2004.
