Assignment Title: A Caribbean Regional Energy Strategy

Assignment Description
The objective of this study is geared towards analyzing the availability of technically and financially sound regional and sub-regional energy solutions for power generation. The study will cover the following major parts:(i) Description and Analysis of Current Power Generation Market; (ii) Electricity Supply and Demand Analysis; (iii) Analysis of alternative energy supply options (Pipeline Gas, LNG, CNG and Coal); (iv) Analysis of various power generation applications and viability of electricity interconnections; and (v) Identification and Assessment of Viable Regional/sub-regional Energy Solutions. Detailed Terms of Reference attached.
Funding Source: The World Bank intends to finance the assignment/services through a Public-Private Infrastructure Advisory Facility (PPIAF) Grant.
Eligibility: There are no eligibility restrictions.
Individual/Firm Profile: The consultant will be a firm or consortium.
Submission Requirements: The World Bank now invites eligible consultants to indicate their interest in providing the services. Consultants may associate to enhance their qualifications.To be shortlisted for this assignment, firms will have to demonstrate the company’s expertise in the electricity and natural gas sector. In addition, the core team will have to comprise experts with a proven track record in CNG, LNG, pipeline gas, power generation and submarine cable interconnections. It is expected that the team comprises a combination of technical (i.e. engineering) and economic/financial experts.
Expressions of Interest (EOI) should be submitted, in English, electronically through World Bank Group eConsultant http://www.worldbank.org/wbgeconsultant. EOI submission should not exceed 20 pages, including all attachments. Please only submit summary bios for key team members.
Notes: Consultants will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.
Following this invitation for Expressions of Interest (EOI), a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
