SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Independent Evaluation of Progress and Achievement in Delivering Investing
for Health.

II.1.5) Short description of the contract or purchase(s): The contracting
authorities wishes to select a contractor for the provision of consultancy
services to conduct an evaluation across the full range of "Investing for
Health" initiatives in order to provide independent assessment of progress
and report this to all stakeholders and the wider public.
The scope of the contract includes all of the components of the Investing
for Health Strategy, 33 measures of success identified, 10 key projects,
"Our NHS, Our Future" – Investing for Health Step 2 which adds the further
dimensions of the "Pledge for Excellence" and the CPG pathways.
There are 3 key workstreams to the evaluation proposal:
- evaluation of the Impact of Investing for Health overall,
- evaluation of the Investing for Health 10 Projects Programme Management
Approach,
- evaluation of progress with CPG visions and regional Clinical Lead
mechanism.
Bidders will be invited to recommend an appropriate evaluation plan and
structure that effectively meets the specific aims and requirements
outlined. However, whatever the agreed evaluation plan and structure, the
scope of the work will take in both summative and formative evaluation
activities and the successful evaluator will be expected to as a minimum,
but not limited to:
Design and manage all evaluation activities and instruments.
Manage the collection and analysis of data.
Arrange and facilitate appropriate interviews and focus groups.
Identify and review appropriate secondary sources throughout the contract
time frame.
Produce detailed reporting on the analysis and findings.
Ensure robust evidence and commentary is provided in respect of tha
analysis and reporting to justify findings across all stakeholder groups.
Meet with key stakeholder groups to convey findings and analysis where
necessary.
The complex nature of the Programme, and its multiplicity of activities
will involve the evaluator in a significant number of visits and
interviews over the contract period. In addition, in order to understand
the evolution and progress of the Programme, and to make periodic reports,
the evaluator will also need to attend some management, and stakeholder
meetings which may include IfH Programme and Project Boards.
