Supplemental Data, Data Maintenance and/or Data Verification Services

Elections Ontario (EO) requires a proponent or proponents to provide data, applications, services or any combination of the preceding that results in:

• Improved data quality within Permanent Register of Electors of Ontario (PREO) – Election Management System (EMS);
• Improved efficiency and effectiveness of the data maintenance processes; and,
• Improved level of address matching and/or geo-coding of data within the PREO - EMS.

Currently the PREO address data set is approximately 92% accurate in urban Ontario and approximately 74% accurate in rural Ontario. EO wants to improve the accuracy of the address data in both urban and rural areas. In urban areas EO believes that 98% accuracy is attainable and in rural areas a 90% accuracy level is attainable.

The prospective proponent may provide data, applications, services or any combination of the preceding to EO. The decision regarding what to provide rests with the prospective proponent and must be clearly stated in the response to this RFP.

The proponent will be required to liaise with EO officials to monitor the quality of the activities performed under this RFP.

The proponent is required to guarantee the availability, accessibility to and the quality of any data, applications and services for the duration of the agreement resulting from this RFP. In addition, the proponent is required to guarantee the availability of the necessary production capacity, personnel and computing resources required to meet the obligations resulting from an agreement based on this RFP. EO will work with the proponent to insure a smooth implementation of any data, applications and/or services resulting from an agreement to this RFP with little or no disruption to the supply of accurate, timely information and services to the electorate of Ontario.

EO invites proposals in response to this RFP for an efficient, reliable and cost effective solution to meet the requirements described herein.

Proponents may provide proposals for one part, several parts or all of the following components of the Data, Data Maintenance and Data Verification Services initiative. Please note: EO’s preference is to secure the services of a single proponent that can provide a full and complete turnkey solution, if one exists. To this end, EO has decided to first evaluate only those responses from compliant proponents that offer a full and complete turnkey solution. If EO fails to find a single proponent capable of delivering the full and complete turnkey solution, EO will then evaluate those proponents that offer the largest amount of the full and complete turnkey solution as well as those proponents that offer only individual solutions in the pursuit of determining the highest scoring multiple proponents to complete all aspects and deliverables of the program.

Subject to negotiation, proof of effectiveness and award of this contract, EO is considering an initial three year term with the option to extend for an additional three years. An annual project review will be conducted on the anniversary of the execution of the contract.
