LETTER OF INTEREST (LOI)

SECURITY RADIOS FOR THE DEPARTMENT OF FINANCE

The Department of Finance has an upcoming requirement for a
quantity of thirty (30) security radios (GSIN 5820) for its
security operations throughout the National Capital Region.

The Department of Finance has completed a first draft of the
Statement of Work and is now interested in obtaining feedback
from industry with regard to commercial off the shelf
products/services that meet the requirement that has been
identified in the Statement of Work. Suppliers are also asked
to provide costing and availability by Rough Order of Magnitude
(ROM) for products/services proposed. In addition, potential
suppliers are asked to address the following aspects:
a. Identify errors, duplications, inconsistencies and
inaccuracies.
b. Recommend improvements and/or revisions.
c. Recommend technical features and performance guidelines.

Suppliers wishing to submit their comments or questions and/or
information are requested to respond in writing to the PWGSC
Contracting officer, Pamela Bailey by the closing date on Page
1 of this notice.

The LOI does not in any way commit the Canada to any future
contract, and no contract will result for this request. No
preference will be given on future requirements to the
participating suppliers. Suppliers will not be reimbursed for
any cost incurred to provide a response to this LOI.

Canada shall not be bound by anything stated in this LOI.
Canada reserves the right to change, at any time, all or any
parts of its requirement as deemed necessary. All submissions
become the sole property of Canada and will be used solely by
Canada for future reference.

This is neither a call for Tender nor a Request for Proposal.
No agreement or Contract for the procurement of this
equipment/services will be entered into solely as a result of
this document.

Documents may be submitted in either official language of Canada.

Statement of Work and Specification

for a

Wireless Portable Radio Communications System

for the

Department of Finance and Treasury Board of Canada Secretariat
(FIN/TBS) Security Services Division





1. Introduction

1.1. The Security Services Division (SSD) of the Department of
Finance and Treasury Board of Canada Secretariat has a
requirement for a state-of-the-art Wireless Portable Radio
Communications System (WPRCS) that will be utilized by
designated security and emergency response staff at L'Esplanade
Laurier, 140 O'Connor Street, Ottawa, Ontario, K1A 0G5 a
building of approximately 92,271 square meters.

1.2. This document details the functional specifications and the
work requirements of the new WPRCS.

2. Statement of Work

2.1. The Contractor shall provide a complete portable
radio/Conventional Mode and Conventional/Trunk Mode with
encryption board capabilities

2.2. The Contractor shall install, commission and test the WPRCS
system that meets the functional specifications and equipment
description herein. In L'Esplanade Laurier, 140 O'Connor
Street, Ottawa, Ontario, K1A 0G5. All capabilities identified
in the Functional Specification and Equipment Description shall
be installed, commissioned and tested prior to the Project
Authority accepting the WPRCS from the Contractor.

2.3. The equipment for the Control Room shall be installed in
L'Esplanade Laurier, 140 O'Connor Street, Ottawa, Ontario, K1A
0G5.

2.4. The Contractor shall provide an Acceptance Test Procedure
to the Project Authority five (5) days after contract award for
review and acceptance/approval. Comments, if any, will be
provided to the Contractor by the Project Authority within five
(5) days of receipt of the Test Procedure, who shall incorporate
all comments and submit for approval an updated Acceptance Test
Procedure to Security Services Division Management.

2.5. The Contractor shall perform the Acceptance Test Procedures
with the Project Authority present to witness the tests. On
successful completion the Contractor shall prepare and deliver
to the Project Authority an Acceptance Test Procedures report.

2.6. Upon completion of the installation and Acceptance Test
Procedures the Contractor shall commission the system and submit
to the Project Authority a report for his review and acceptance.


2.7. The Contractor is required to perform a site visit of
L'Esplanade Laurier, 140 O'Connor Street, Ottawa, Ontario, K1A
0G5 to determine where antennas & repeating stations will be
installed in the building. The WPRCS will include sufficient
number and location of repeating stations or trunking to ensure
there is complete coverage within the building, including
basement parking levels, and long distance communication with
buildings listed in Annex A and up to 30 Km.

2.8. Obtaining frequencies for the Crown will be the
responsibility of the Contractor.

3. Functional Specifications

3.1. The Dispatcher at the Control Centre is responsible for
dealing with all WPRCS operators and will monitor all voice
communications or events reported directly to the Control Centre
for complete control and command at L'Esplanade Laurier M2 West
tower. The WPRCS must have the ability to provide immediate
transmission and receipt of all security voice communications at
the L'Esplanade Laurier Control Centre and within the interior
of the high rise building complex including communication to the
3rd underground level of the underground parking garage. In
addition, the system must have the capability of communicating
with exterior points within the NCR from the Control Centre
within a minimum radius of 30 km (see Annex A for other building
location that requires voice communication).

3.2. The WPRCS must have the capability of maintaining
simultaneous conversation on 4 channels; voice logging to recall
any activity on the system with Date/time stamp with up to 1400
hours storage; CD-ROM backup and TCPIP access over the FIN/TBS
computer network. The Wireless Portable Radio Communications
System (WPRCS) shall utilize industry standard communications
equipment for the transmission and receipt of voice
communications.

3.3. The WPRCS must have the capability to connect/interface
with the FIN/TBS telephone system to call out using the radio
(911 dialing) or selectively call any group.

3.4. The WPRCS must be capable of communicating on a multi
channel, multi-frequency format, with up to 4 channels of
communication selection, e.g., Channel 1 - Security Services
Division Management -, Channel 2 - Security Operations, Channel,
3 -Building Guard Services.

3.5. All radios shall have the capability of Encrypted Voice
Communications, Automated Number Identification (ANI) to
identify the transmitting unit, Man-Down/Emergency ANI to signal
emergencies.


4. Equipment Description

4.1. The equipment details that follow describe the requirements
for the hardware and communication system components for the
Security Services Division of the Department of Finance and
Treasury Board of Canada Secretariat.

4.2. Twenty-five (25) UHF Portable Radios, Conventional Mode,
single channel (Multi-channel radios, 2 channels or more), with
encryption board installed and ANI ID/Emergency ANI enabled with
two (2) extra high capacity batteries for each radio, desk top
Rapid Charging Unit and swivel leather carrying case. Provision
shall be made for the portable radio units to be assigned to NCR
Security Personnel to be "Touch less Mic"/VOX controlled headset
capable (5 out of the 25). An Operators manual shall be
supplied with each unit and a maintenance manual shall be
available to SSD.

4.3. Eight (8) UHF Portable Radios, Conventional/Trunking Mode
Capable, 4 Channel, with encryption board installed and ANI
ID/Emergency ANI enable with two (2) extra high capacity
batteries for each radio, a desktop Rapid Charging Unit and
swivel leather carrying case. The supplier shall ensure that
these 8 radio units are compatible with the single channel unit
and capable of being used as back-up with the single channel
unit. Multi-channel radios, 3 channels or more.

4.4. The communications system shall comprise of a 2 Channel
Trunking Repeater System with 2 UHF Repeaters interfaced with
phone interconnect, a communications site controller and slave
channel controller, rack mounted, complete with UHF combiner,
filter, Voice Logging Recorder with CD-Rom Back-up and using P25
scrambler radio standard.

4.5. SSD will install conduit for the system and contractor will
pull wires through conduit.

4.6. Quantity one (1) Base Radio c/w desktop microphone stand.

4.7. A quantity of repeating stations and antennas to be
determined by the Contractor in order to ensure there is
complete coverage within the building, including basement
parking levels and building location listed in Annex A.

4.8. Quantity twenty-one (21) wireless microphones

4.9. Quantity twelve (12) shoulder microphones

4.10. Quantity one (1) multi-charger with a minimum of 6 bays

4.11. Quantity six (6) spare heavy duty long life rechargeable
batteries. The radios must have an optional high-capacity
lithium Ion battery capability.

4.12. The battery shall not be damaged by being left in the
charger when fully charged

4.13. Quantity twelve (12) belt clips and straps

4.14. Quantity one (1) recommended spare parts list

4.15. Quantity one (1) parts, service and maintenance catalogue
(these may be separate publications or all inclusive).

4.16. All equipment supplied shall be of rugged construction,
heavy duty and water resistant.

4.17. The communication radios identified in paragraphs 4.2 and
4.3 above shall have with the following features:

4.17.1. Panic button to communicate an emergency situation to a
console, a group, or all groups
4.17.2. Low battery warning light and/or buzzer
4.17.3. Caller ID display
4.17.4. Scrambler for secured communications
4.17.5. Voice clarity, low radio distortion, Audio Distortion to
be less than 1% at 1000Hz and (Ext. SP) less than 2% (at 0.3W).
Intermodulation Distortion 85dB (+/- 50 / 100 kHz) Natural
Sounding Digital Voice, AMBE+ 2tm VOCODER
4.17.6. Paging call, radio check and emergency call
4.17.7. The radio shall not exceed the following dimensions:
4.5"(H) x 2.5"(W) x 1.5"(D) ( 11.5 cm (H) x 6.5 cm (W) x 4 cm
(D) ) and not have a weight of more then 12 oz ( 375 grams) with
a high capacity Lithium Ion battery affixed to the unit.
4.17.8. Radios to operate with other digital and analog radios


5. Training

5.1. Prior to acceptance and approval by FIN/TBS Security
Service Division Management the Contractor shall provide
training for 2 different groups as follows: a) Chief Floor
Emergency Officers (qty 17), b) Investigators & Security
Officers (qty10), of the Security Directorate. Training is to be
provided at the project site using the client's installed
equipment. Training shall consist of 3 to 5 individuals per
group and shall be conducted in both official languages.

5.2. This training shall be conducted during normal business
hours, at a date and time of mutual convenience. The training
will be conducted in accordance with the training plan approved
by the Project Authority. Client will provide class room and
the number of training sessions will be determined by the number
of employees requiring training.

5.3. The Contractor shall provide a Training Plan to the Project
Authority within 5 days after contract award for review and
acceptance. Within 5 days of receipt of the training plan, the
PA will provide comments, if any, to the Contractor, who shall
incorporate all comments and submit for approval an updated
Training Plan to the Project Authority.


Notes:

In its proposal the bidder shall provide the cost and details of
optional extended service, parts and labour warranties beyond
the normal one year warranty.

In its proposal the bidder shall provide the cost and details of
optional available service and/or maintenance agreements.
