SUB-PROJECT: 500KV SONG MAY - TAN DINH TRANSMISSION LINE
PACKAGE NO.1A: STEEL TOWERS

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 670 of January 16, 2006.
2. The Socialist Republic of Vietnam has received a credit from the International Development Association toward the cost of the Second Transmission Line and Distribution Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for 500kV Song May - Tan Dinh Transmission Line Sub-project.
3. Under the authorization of National Power Transmission Corporation (NPT), the Southern Vietnam Power Project Management Board (SPPMB) now invites sealed bids from eligible and qualified bidders for Supply of Steel Towers. The delivery period is 07 months.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines. The World Bank Standard Bidding Documents Procurement of Goods, May 2004, revised May 2005, has been used in the preparation of these Bidding Documents.
5. Interested eligible bidders may obtain further information from SPPMB and inspect the Bidding Documents at the address given below from November 25th, 2008 during working time (8:00 to 16:00 Vietnamese time on working day)..
6. To be awarded the contract, the Biddee shall meet the following key qualification criteria, inter alia as fully provided in the bidding documents, (i) the Bidder has successfully carried out at least one (1) similar contract within the last three (3) years (a similar contract means a contract for supply of steel towers for 220kV tranmission line or above and the contract value is not less than 0.7 million USD equivalent; (ii) the Bidder has an average annual turnover in the last 3 years of at least 2.8 millions USD equivalent; (iii) quality assurance certificate ISO-9001:2000 or equivalent for the manufacture of the offered goods. Bids offering goods that are manufactured in VietNam and meet other certain conditions may receive a margin of preference as stated in the bidding documents.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of US$100.00 or VND1,650,000.00. The method of payment will be cash, cheque or by transfer of funds to the Bank account number 31010370009091 (for USD) or 31010000001321 (for VND), Bank for Investment and Development of Vietnam, Branch in Ho Chi Minh City. The Bidding Documents may be directly collected at the address below or sent by courier upon the Bidder’s written request and payment of an additional amount of US$50 for overseas delivery or VND200,000 for delivery within Vietnam.
8. Bids must be delivered to the address below at or before 9:00AM (Vietnamese time) on January 09th, 2009 (called deadline for submission of bids). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person or on-line at the address below at 9:15 AM (Vietnamese time) on January 09th, 2009. All bids must be accompanied by a Bid Security of 15,000.00 USD or an equivalent amount in a freely convertible currency.
