organisation to assist when required with property valuation assessments,
the disposal of land and property and advice on property development
opportunities.

III.1) CONDITIONS RELATING TO THE CONTRACT

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: (b) Is the
subject of proceedings for a declaration of bankruptcy, for an order for
compulsory winding up or administration by the court or of an arrangement
with creditors or of any other similar proceedings under national laws and
regulations;
(c) Has been convicted by a judgment which has the force of res judicata
in accordance with the legal provisions of the country of any offence
concerning his professional conduct;
(d) Has been guilty of grave professional misconduct proven by any means
which the contracting authorities can demonstrate;
(g) Is guilty of serious misrepresentation in supplying the information
required under this Section or has not supplied such information.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: (a) Appropriate
statements from banks or, where appropriate, evidence of relevant
professional risk indemnity insurance;
(c) A statement of the undertaking's overall turnover and, where
appropriate, of turnover in the area covered by the contract for a maximum
of the last three financial years available, depending on the date on
which the undertaking was set up or the economic operator started trading,
as far as the information on these turnovers is available.

(f) The educational and professional qualifications of the service
provider or contractor and/or those of the undertaking's managerial staff
and, in particular, those of the person or persons responsible for
providing the services or managing the work.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: The Contracting Authority has adopted an
electronic system for managing the tendering process. The pre-selection
questionnaire and tender documents for this contract shall be issued and
collected electronically via the e-tendering website www.edin-tend.co.uk .
The short-listed applicants invited to bid for this contract will be
selected on the basis of a questionnaire issued to all applicants
responding to this public notice. The pre-selection questionnaire will be
placed on the website as soon as possible after the closing date for notes
of interest. The subsequent procedure for selecting the most economically
advantageous tender from the short-listed applicants will be based on
written submissions, interview if necessary and the tendered fee.

VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The Contracting Authority will allow a minimum ten
calendar day standstill period at the point the intention to award the
contract is communicated to tenderers. This period allows unsuccessful
tenderers to seek further debriefing from the contracting authority before
the contract is concluded. Applicants have two working days from the
notification of the intention to award the contract to request additional
debriefing. The debriefing will be provided no later than three working
days before the expiry of the standstill period. If a challenge to the
intention to award the contract has not been successfully resolved, The
Public Contracts (Scotland) Regulations 2006 (SSI 2006 No 1) provide for
aggrieved parties to take action in the Sheriff Court or Court of Session.
Any such action must be brought promptly (generally within three months).
