The bidding documents shall be available to interested bidders at the BAC Secretariat, Budget Office, Gr. Floor, Main Bldg., JRRMMC, Rizal Ave., Sta. Cruz, Manila from 8:00 AM to 5:00 PM, starting November 26, 2008 upon payment of non-refundable fee as indicated above. The pre-bidding conference will be on December 4 & 5, 2008, 9:00 AM at the OPD Conference Room, 2nd Floor, OPD Complex, JRRMMC, Rizal Ave., Sta. Cruz, Manila. The Public Bidding will be on December 16 & 17, 2008, 9:00 AM for Hospital and Medical Supplies and on December 18, 2008, 9:00AM for Drugs and Medicines at the same venue. Post-Qualification will be on December 19-24, 2008.
All particulars relative to the eligibility, bid evaluation, and award of contract shall be governed by the provisions of R.A. 9184 otherwise known as the Government Procurement Reform Act. Bids received in excess of the Approved Budget of the Contract (ABC) shall be automatically rejected at bid opening. LATE BIDS SHALL NOT BE ACCEPTED. ALTERNATIVE BIDS SHALL BE REJECTED.
Bid bond shall be in form of cash, cashier's check, or manager's check equivalent to one percent (1%) of the approved budget of the contract.
This invitation is also advertised with the Government Electronic Procurement System (G-EPS) at www.procurementservice.org. and posted at the JRRMMC website, jrrmmc@doh.gov.ph.

JOSE R. REYES MEMORIAL MEDICAL CENTER RESERVES THE RIGHT TO 1) REVIEW ALL ELIGIBILITY REQUIREMENTS; 2) REJECT ANY OR ALL BIDS; 3) CONFISCATE THE BID BOND AND/OR PURSUE APPROPRIATE LEGAL ACTION SHOULD A BIDDER BE FOUND TO HAVE VIOLATED R.A. 9184; 4) WAIVE ANY DEFECTS CONTAINED THEREIN; and/or 5) ACCEPT THE OFFER MOST ADVANTAGEOUS TO THE GOVERNMENT. ANY DECISION MADE BY THE JOSE R. REYES MEMORIAL MEDICAL CENTER IS FINAL AND EXECUTORY.
FURTHER, JOSE R. REYES MEMORIAL MEDICAL CENTER ASSUMES NO OBLIGATION WHATSOEVER TO COMPENSATE OR INDEMNIFY THE BIDDER OR WINNING BIDDER. AS THE CASE MAY BE, FOR ANY EXPENSE OR LOSS THAT SAID PARTY (IES) MAY INCUR IN ITS PARTICIPATION IN THE PRE-BIDDING AND BIDDING PROCESS NOR DOES IT GUARANTEE THAT AN AWARD WILL BE MADE.
