SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting entity: BAA/
Inter terminal transit system replacement service for Gatwick Airport.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): Supply of
motorised vehicles and/or associated services (potentially including but
not limited to drivers, controllers, queue managers, porters, boarding
assistants and management thereof) to support the provision of a temporary
road based replacement for Gatwick Airport's Inter Terminal Transit System
(ITTS) during its shutdown to facilitate its replacement.
In addition Gatwick Airport Limited my also require as options:
i) the supply of motorized vehicles and/or associated services to provide
contingency for the new ITTS i.e. during periods of breakdown and/or
maintenance;
ii) the supply of other motorised vehicles and/or associated services for
the transportation of passengers, air crew, airport operator and airline
workers and other airport support staff etcetera in and around Gatwick
Airport, as may be required (possibly including airside locations).
Note:
Gatwick Airport is considering a number of options in relation to the
supply of the motorized vehicles including but not limited to.
— Outright purchase,
— Outright purchase but with the supplier to buy back at the end of the
contract period or another date,
— Purchase and lease back,
— Lease or hire,
— Other options.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Business Need.
As part of the ongoing investment at Gatwick Airport the Inter Terminal
Transit System (ITTS) linking the two terminals is scheduled for
replacement. The ITTS is a landside system that links the two terminals
transporting passengers and staff along a raised guideway.
To facilitate the replacement, the project requires the ITTS to be
shutdown completely, however in order to maintain airport operation and
service to the passengers an alternative method of transportation must be
provided.
Programme.

A complete closure of the transit system is scheduled from Mid September
2009 until Mid April 2010. One transit will be operational from Mid April
2010 until Mid July 2010. 2 transits will then be operational from Mid
July 2010.
Service Requirements.
In line with the above programme dates the project requires the following:
Mid September 2009 - Mid April 2010.
— Full replacement service operating 24 hours a day,
Mid April 2010 - Mid July 2010.
— Partial replacement service at night to allow maintenance of the single
running transit. Period of required maintenance has yet to be confirmed
but at this stage should be assumed to be at a worst case between the
hours of 21:00-04:00 7 days a week),
— Ability to provide supplementary service to the single running transit
during peak times if required,
— Ability to provide contingency should the single running transit fail.
Mid July 2010 onwards.
— Possibility of providing ongoing contingency of up to two standby
vehicles from 06:00 - 18:00 and one standby vehicle from 18:00 - 06:00
that are available within five minutes of a call being received with the
ability to obtain up to another four vehicles within twenty minutes to
meet demand if a full transit system breakdown occurs.
Quantities.
Sufficient quantities of appropriate vehicles and/or associated services
(as detailed) to meet the above via a prescribed route in accordance with
the service levels detailed in the ITT.
II.2.2) Options: Yes.
Description of these options: Suppliers may wish to express their
interests as follows:
i) Supply of motorised vehicles only;
ii) Supply of motorised vehicles and associated services (potentially
including but not limited to drivers, controllers, queue managers,
porters, boarding assistants and management thereof);
iii) Supply of associated services only (potentially including but not
limited to drivers, controllers, queue managers, porters, boarding
assistants and management thereof).
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: Any required bonds and/or
guarantees will be set out within the ITT.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Details will be set
out in the ITT.
III.1.3) Legal form to be taken by the grouping of economic operators to
whom the contract is to be awarded: Details to be set out in the ITT.
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Bidders will
be expected to demonstrate their appropriate capability, capacity,
experience and proven track record within their tender response.
III.2.2) Economic and financial capacity: Bidders will be required to
demonstrate their financial standing within their tender response.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: Bidders will be required to
demonstrate their technical abilities within their tender response.
Basic high level requirements.
Any vehicles shall have a Euro 5 Engine standard and should be able to
accommodate aircraft hold luggage, passengers and Passengers of Restricted
Mobility (PRM) (often wheelchair users).
The vehicles should enable efficient loading and unloading of passengers
(2 door vehicles should be considered).
The successful bidder for any services will be expected to identify and be
accountable for a service level taking into account the infrastructure
constraints that exist on the preferred route that has been identified by
Gatwick Airport Limited. The successful bidder shall demonstrate how
performance against this service level will be measured as well as the
management process for ensuring it is measured effectively. The identified
service level will be subject to negotiation with Gatwick Airport Limited
and their business partners and a financial pain/gain scheme will be put
in place to ensure compliance with this service level. The penalty on
failure will be consistent with the existing service quality rebate
details given below.
The Service Quality Rebate (SQR) associated with failing to meet the
current SLA is currently £53,403 per month up to a maximum of £320,415 for
a 12 month fiscal year period.
