GUIDANCE AND CONTROL OF UNMANNED AERIAL VEHICLES (UAV)

Background information:

A MP2028 Hardware-in-the-Loop facility is currently functional
at DRDC Valcartier. To reproduce the flight behaviour of a UAV,
a 6 DOF AeroSim Simulink model from Unmanned Dynamics is being
used. A sensorless MP2028 sends commands to a slave computer
that simulates the flight dynamics of a virtual UAV through the
AeroSim model. The simulated model provides equivalent sensor
data to the MP2028. The slave computer runs the xPC operating
system while the host computer runs Matlab/Simulink under
Windows XP. The host computer also runs the Horizon ground
control software and communicates with the MP2028 through the
RS-232 serial data line of the MP2028.

Objectives of the work:

The purpose of this contract is to support DRDC Valcartier by
carrying out various tasks in the field of unmanned aerial
vehicle (UAV) guidance and control. The tasks to be carried out
are grouped under different subjects: UAV shipboard recovery,
stationary and non-stationary flight of small semi-autonomous
aircraft, hardware-in-the-loop (HIL) simulation using an MP2128
autopilot, HIL simulation using a commercial inertial
measurement unit (IMU) and a real actuator system, and flight
testing of a small quad-rotor aerial vehicle.

The bidders will be evaluated on:

Technical Proposal: 26 points (min.: 18/26)
Management Proposal: 15 points (min.: 10/15)
Qualifications of the bidder (company) and the resources
assigned to the project: 60 points (min.: 40/60)

Global score to be achived: 70/100

The compliant proposal with the lowest evaluated price per point
will be recommanded for a contract award.

Period of contract and allocated budget:

Period of contract: Contract Award to March 31, 2011.

The maximum funding available for the contract resulting from
the bid solicitation is $305,000.00 CAD ($205,000.00 for firm
tasks and $50,000.00 for each of the two optional tasks).

Additional information:

This requirement is subject to the AIT (article 502.1.a).
This requirement is not subject to the NAFTA (annex 1001.1b-2A).
This requirement is not subject to the AGP-WTO (annex 4 of
appendix 1).
This requirement is not subject to the CLCA as the services are
not performed within any CLCA geographical area.

The intellectual property rights resulting from this work will
be vested to the Crown.

This Public Works and Government Services Canada office provides
procurement services to the public in both official languages.
