TITLE: IMPROVEMENT AND IMPLEMENTATION OF THE ALERT-TDP ATC
APPLICATION IN THE PORTABLE EO SURVEILLANCE SYSTEM.

PURPOSE
The Statement of Work (SOW) describes the services required by
Defence R&D Canada - Valcartier (DRDC Valcartier) concerne the
following work:
Provide software and algorithm development support for
implementing an auto target cueing (ATC) application into the
Portable EO Surveillance System. For that purpose, the bidder
is to improve, modify and optimize the ATC algorithms that were
developed under the ongoing Advanced linked extended
reconnaissance and targeting technical demonstration project,
ALERT TDP, under contract W7701-5-2878.

BACKGROUND
In "Portable EO Surveillance System with Auto-Targeting
Capabilities" project, we are developing a prototype,
multi-function, portable system for long-wave infrared (LWIR)
surveillance with auto target cueing capability. As a portable
system, this system provides dispersed and dismounted auto
targeting capability. It could facilitate surveillance missions
of soldiers at observation posts or cue command post on target
information as man-operated or unattended system.The system
could be divided into two main parts (1) electro-optical (EO)
system and (2) image processing unit, as shown in figure 1. The
EO system consists of two uncooled LWIR microbolometer focal
plane arrays (FPAs) for one wide field-of-view (FOV) and one
narrow FOV channels. Besides the imaging unit, A laser range
finder, electronic compass and GPS module were integrated to the
EO system for additional target information. The EO system will
use BA5590 LiSO2 battery or similar for dismounted mission. A dc
power input is also available. The EO system unit will be
mounted on a tripod to where two angle encoders were integrated
to track azimuth and elevation of the EO system. IR digital
video and other information are sent to a laptop computer
through a cable. Video processing on target cueing, and camera
and peripherals setting and control will be carried by the
laptop computer. The digital video data will be stored in shared
memory so that the auto target cueing algorithm will have access
to it.

FIELD OF THE WORK
The objectives of Defence R&D Canada - Valcartier for the
present project are divided in 4 tasks:
Task 1: Provide algorithm development support for improving of
the ALERT ATC
Task 2: Provide software support for designing the ATC system
architecture
Task 3: Provide support for software implementation
Task 4: Documentation.

Period of contract: From date of award to March 31, 2010,
estimated value $120,000.00 (GST extra).

Mandatory Technical Criteria
1. The Bidder must demonstrate experience in the areas of image
and data acquisition, image processing and visualisation,
ATD/ATR and databases by providing at least two references;
2. The Bidder must demonstrate experience in the areas of
surveillance electro-optical/infrared systems by providing at
least one reference;
3. The Bidder must demonstrate vast experience in working with
MATLAB products by providing at least two references;
4. When the signed proposal is submitted, all personnel assigned
to this contract must be screened at the CONFIDENTIAL level.
5. The Bidder must agree to work on-site at DRDC Valcartier.

Technical 30 points
Management 15 points
Corporate experience 55 points

Basis of Selection - Highest Rated Within Budget

To be declared responsive, a bid must:

(a) comply with all the requirements of the bid solicitation;

(b) meet all mandatory evaluation criteria;

(c) obtain the required minimum points for each criterion with a
pass mark;

(d) obtain the required minimum points overall for the technical
evaluation criteria which are subject to point rating.

Bids not meeting (a) or (b) or (c) or (d) will be declared non
responsive. The responsive bid with the highest number of
points will be recommended for award of a contract, provided
that the total evaluated price does not exceed the budget
available for this requirement. In the event that the highest
number of points is obtained by more than one responsive bid,
the responsive bid with the lowest evaluated price will be
recommended for award of a contract.

This requirement is subject to Internal Trade Agreement
Intellectual property derived from this contract will vest with
the Crown.
This PWGSC office provides procurement services to the public in
both official languages.

NOTE TO BIDDERS: The Treasury Board's 1978 policy on
contracting-out the federal governments's science and technology
requirements has been abolished since June 9, 2003. Since then,
non-profit organizations anduniversities are allowed to compete
with the private sector for the award of science and technology
contracts.
