INDIVIDUAL CONSULTANT SERVICES FOR THE PREPARATION OF THE FINANCIAL ANALYSIS
“Proposed Bukhara and Samarkand Sewerage” Project

Request for Expression of Interest:

The Government of Uzbekistan (GoU) has received a credit from the International Development Association (IDA) in the amount of SDR 15.9 million, and a loan from the International Bank for Reconstruction and Development (IBRD) in the amount of US$20 million for the benefit of the Bukhara and Samarkand Vodokanals (BSVKs) toward the cost of the Bukhara and Samarkand Water Supply Project. The GoU intends to apply part of the proceeds of the credit and loan to payments under the contract for the proposed Financial Analysis for the “Bukhara and Samarkand Sewerage” Project.

The Government of Uzbekistan and the district councils of Bukhara and Samarkand have assigned high priority to improving environmental and public health conditions associated with inadequate sewerage and wastewater treatment in these two historical and touristic cities on the ancient Silk Road. The two cities suffer from water supply and wastewater infrastructure that has proven difficult and costly to operate and maintain. After 15 years of independence, the deterioration of the systems has reached the point where they are approaching the end of their useful life.
An individual Consultant shall:

(a) prepare complete financial statements for the Bukhara and Samarkand water supply and sewerage utilities for each of the years 2006, 2007, and 2008 (preliminary).

(b) project the financial statements for each of the years 2009-2016. As part of the assumptions for the financial projections. As part of the financial projections the Consultant is expected to pay special attention to the following aspects:
• The present level and structure of water supply and sewerage charges.
• The respective utilities’ record of collecting for water supply and sewerage services.
• The present and future auxiliary costs to prospective sewerage customers who are considering connecting to the sewerage system.
• The present policies for obliging households to connect to the secondary sewage collection piped network.
• Identify, inter alia, the costs of electric energy;

The implementation period for the Study should be of approximately 4 weeks, staring on or around January 15, 2009.

The Consultant will be responsible for producing the text part of the report in Russian, and English. The Consultant will provide both hard copies and electronic copies of the report.

Hereby the Project Coordination Unit invites eligible consultants to indicate their interest in providing these services. Interested eligible consultants must provide information indicating that they are qualified to perform the services (CVs describing the relevant qualifications and experience).
The Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997 and January 1999).

Interested individual consultants may obtain further information at the Project Coordination Unit’s office from 09.00 to 18.00 hours (local time).

Expressions of interest must be delivered at the address below by 18:00 of December 15, 2008 and be marked “Expressions of interest for Bukhara and Samarkand Sewerage Project – “Consultant services for the Financial Analysis”.
