Request for Expressions of Interest

This request for expressions of interest follows the General Procurement Notice for this project that appeared in Development Business of March 3, 2008.

The Institute of Finance of Lebanon – Basil Fuleihan Institute, the training and communication agency of the Lebanese Ministry of Finance, has received a grant from the International bank for Reconstruction and Development (IBRD) and intends to apply part of the proceeds of this grant to payments under the contract for Developing Capacity-Building Tools for Sustainable Governance.
The services include building the capacity of the IoF by developing and providing a high quality and specialized set of seven training modules in Public Finance Management (PFM) to be delivered to civil servants in the MENA region predominantly in the Arabic language.
The Institute of Finance of Lebanon – Basil Fuleihan Institute now invites eligible consultants to indicate their interest in undertaking the second phase of the project.
The main assignment of the firm is the development and delivery of the PFM modules for the suggested following topics:
1. Budget preparation ( i.e. Medium Term Expenditure Framework)
2. Accounting (i.e. International public sector accounting standards)
3. Internal controls and audits
4. Risk-oriented audit for supreme audit institutions
5. Information technologies in Public Finance Management projects.
Two additional modules aiming at supporting the Public Finance Management curricula and reform projects will focus on:
1. Financial Management in Public Financial Management programs
2. A pilot behavioral course in leadership.

The IOF now invites eligible consulting firms to confirm their interest by providing information indicating that they are qualified to perform the services (Brochures; Key activities related to assignment; extensive experience and specialization in Economics and/or Public Finance, experience in designing and implementing training programs in developing countries; understanding of the issues of financial governance and capacity building in MENA countries; knowledge of the public sector environment in developing countries; experience in developing modules in soft skills such as management and leadership and command of the Arabic language) as well as contact details.
Expressions of interest may be submitted by individual firms or existing as well as proposed associations between consultants, e.g., joint ventures and sub-consultancies. Once the short-list is finalized, any association among short-listed firms may only be changed with the written approval of the Institute of Finance. It is expected to short-list, for the assignment, a maximum of six firms or associations of firms. Only those short-listed firms will receive the Request For Proposals (RFP) with detailed Terms of Reference and be invited to submit technical and financial proposals. The RFP for the assignment is expected to be issued in by January 15, 2008. Interested eligible Consultants for the assignment may obtain further information from the IoF at the address given below. Expressions of Interest should be submitted within 14days from the date of this notice.

A consultant will be selected in accordance with Quality and Cost Based Selection (QCBS) method and the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004

Expressions of interest must be delivered to the address below by December 12th, 2008.
