I. Introduction: International Finance Corporation (IFC), a member of the World Bank Group, is an international organization whose mission is to promote sustainable private sector investment in developing countries, helping to reduce poverty and improve people’s lives. An important component of IFC’s strategy in India is the development of agribusiness sector in rural India with private sector participation in farm and non-farm activities, including the agribusiness supply-chain.
IFC has made investments in some of the major agribusiness firms in the country, one of which is a sugar mill in Central Uttar Pradesh (“the client”). IFC and the client are jointly promoting a three-year advisory services project focused on enhancing the farm productivity of sugarcane farmers in the catchment area of the sugar mill, and in turn increasing farmer incomes. The project is expected to commence its on-ground activities by January 2009.
II. Brief Project Description: In the proposed project, it is envisaged to cover 4,000 sugarcane farmers across four sugar mills of the client in Central Uttar Pradesh in two phases:
 ¬Phase 1: 1000 selected farmers would be targeted in Ajbapur sugar plant. 1000 hectares of land would be covered under different activities for productivity enhancement (assuming 1 hectare land under sugarcane per farmer on an average).
 Phase 2: 3000 selected farmers in the command area of the three sugar mills of the client. 3000 hectares of land would be covered under different activities for productivity enhancement (assuming 1 hectare land under sugarcane per farmer on an average).
A comprehensive package of sugarcane agronomy practices was developed by IFC and the client jointly in a diagnostic study with assistance from a sugarcane specialist. It is envisioned that the comprehensive package of sugarcane agronomy practices developed will be rolled-out with all the target 4000 farmers over the project life-cycle in collaboration with the client. It is envisaged that the project will increase sugarcane farm productivity by at least 20 to 25 per cent from current productivity levels of the target farmers over three years.
The project also has a component of intensive training and capacity building of the cane extension workers of the company (assigned and working for the project), cane department management and the target farmers.
Regular follow-up, supervision and reporting of the project’s on-ground activities are a critical must for ensuring success of project activities. Each of the target farmers will be constantly monitored for ensuring complete application of the practices advised in the agronomy package, timely redressal of farm-issues, documentation of existing farm-practices and incremental changes, results achieved and lessons learnt. There would be timely reporting to the project stakeholders and partners for information sharing and collective decision-making.
III. Scope of Work: An indicative, but not exhaustive, list of scope of work for the project is as follows:
The implementation partner will have the responsibility of overall management of the project and ensuring efficient and effective implementation of the three major components of the project as mentioned below –
 Facilitation of sugarcane agronomy practices extension with the target 4000 farmers jointly with the client’s cane department, including farmer training and capacity building aimed at increasing sugarcane farm yields.
 Training and capacity building of the client cane extension workers and cane department staff as well as provide oversight to the client’s cane department to reach out to target sugarcane farmers for increasing knowledge, awareness and improving farm practices.
 Documentation, supervision, follow-up and timely reporting of the project’s on-ground activities and progress, including data collection and reporting.
The implementation partner will also be responsible for the following activities to be done along with IFC:
 Review / assessment of the client’s cane development programmes and strategies, including resource allocation, internal procedures and policies, and supply-chain management.
 Identification of key priority areas in cane development and extension activities, internal training and capacity building of the company’s cane department for scale-up of project activities / replication of results on its own leadership allowing IFC to exit after the project period (three years).
 Benchmarking of the client’s supply-chain / cane extension and development activities at the regional and national level.
 Dissemination of the project’s results and achievements with key stakeholders in the Indian sugar industry.
 All other activities, as deemed required, for smooth management of the overall project and achievement of the set targets to the mutual satisfaction of all stakeholders.
IV. Minimum Qualification Criteria and Eligibility of Bidders: The following are the minimum qualification and eligibility criteria for the bidding firms for the project:
 ¬On-ground project implementation experience in agribusiness in India.
 Experience of working with sugar industry in North India will be preferred.
 Proven capability for understanding agribusiness supply-chains with sound knowledge of issues concerning farm productivity with small farmers.
 Training expertise on agronomy and extension issues – at both the company and the farmer-level.
 Significant exposure and experience of working with agribusiness companies, especially sugar mills, in developing strategies for project scale-up and replication.
IFC invites eligible firms to indicate their interest in providing their services for the above activities. Interested firms must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). Consultants may associate with other consultants/consulting firms to enhance their qualifications. Please note that the Expression of Interest document should not exceed 25 to 30 pages (Times New Roman, Font 11, 1.5 line spacing).
The Expressions of Interest must be delivered by e-mail to the address below by December 24, 2008. Only short-listed firms/institutions will be contacted. IFC reserves the right to modify the current scope of work if required.
